AfDB appoints Simon Mizrahi as Acting Vice President for Technology and Corporate Services

(AFRICAN DEVELOPMENT BANK) – The African Development Bank Group announced, Monday in Abidjan, the appointment of Mr. Simon Mizrahi as Acting Vice President in charge of the Technology and Institutional Services Complex.

A British national, Simon Mizrahi is currently Director for Service Delivery, Performance Management and Results at the African Development Bank Group. He is also the Acting Director of the Operations and Quality Assurance Committee Secretariat. In this capacity, he oversees the achievement of results in the Bank’s multi-billion dollar annual investment operations on the African continent, and discusses with the Bank’s Board of Directors and donors any the complexity of the Bank’s development challenges.

Simon Mizrahi is a seasoned senior executive with over twenty-five years of strategic leadership experience in development and development policy. Simon has extensive experience overseeing policy work. He has published articles on issues central to the development agenda, with a focus on development impact, climate change and development effectiveness. Simon has demonstrated a great capacity for intellectual leadership, strategic decision-making and the achievement of concrete results.

As head of the Operations Committee Secretariat, he reviews and evaluates all Bank operations, operating rules and policies. In addition, his department sets and monitors operational standards for lending (readiness review), supervision and project completion. In 2019, he developed the Bank’s Quality Assurance Plan and implemented the first training program for Bank operations staff (the Operations Academy) to improve the quality and impact of Bank operations.

Prior to joining the Bank, Simon was Deputy Head of Aid Effectiveness at the Organization for Economic Co-operation and Development (OECD). He authored the Paris Declaration on Aid Effectiveness and the Accra Agenda for Action, two landmark agreements endorsed by 110 countries and organizations around the world. Previously, Simon had been country director for Médecins du Monde, in Kigali (Rwanda) and Managua (Nicaragua), from 1994 to 1996.

He has conducted operations in eight African countries and in 1994 was Chief of Emergency Operations Rwanda, a coalition of NGOs tasked with providing humanitarian aid to Rwanda and Goma (Democratic Republic of Congo) in the aftermath of the genocide.

Simon Mizrahi holds a master of philosophy in political science and international relations from the University of Cambridge, UK (1991) and a master’s degree in political science from the Institut d’études politiques de Paris, France (1990).

Commenting on this appointment, the President of the African Development Bank Group, Dr. Akinwumi Adesina, said: “ The new Vice Presidency for Technology and Corporate Services was created to drive the Bank’s technological and digital transformation and improve the quality of corporate services. I am pleased to appoint Simon Mizrahi to this new role as Acting Vice President of Technology and Corporate Services to lead the Bank’s comprehensive digitalization, deployment of big data analytics, robotics, machine learning and other IT tools and systems to revamp the way we do business, including cybersecurity to protect us. Simon will also oversee the Bank’s General Services, Institutional Procurement and Bank Property at Headquarters and across the continent. Simon is a highly qualified and experienced member of my management team. He has a culture of results, a quality which manifests itself in the way he succeeds in carrying out complex operations in difficult contexts on the continent and in other parts of the world. He will help provide the leadership needed to guide this new vice-presidency until the appointment of the incumbent vice-president of the new Technology and Corporate Services Complex. »
