Côte d’Ivoire: Start of the activities of the Poultry Technology Transfer and Training Center in November 2023

Sidi Tiemoko ToureMinister of Animal and Fishery Resources, had several working sessions with Italian investors, on the sidelines of the official visit of the President of the Republic Alassane Ouattara, to the Vatican in Italy.

HAS Rome for example, Sidi Tiemoko Toure discussed with Pierfrancesco Latini, General Manager of ”Foreign Trade Insurance Service” (SACE), an export credit agency of Italy, present in 198 countries operating in several areas.

This working session was part of a trip that the Minister made on March 3, 2022, during which he presented the “PONADEPA and specifically the importance of filling the gaps in the value chain in the sectors aquaculture, poultry, bovine and porcine”. For Minister Sidi Touré, it was a question of “consolidating all the stages through the organization of visits to Italian companies and working sessions with the political and institutional authorities. Then to identify the technical and financial partners, for the implementation of mature projects in order to officially launch the activities of setting up their financing”.

“During my working visit to Rome, at the Foreign Trade Insurance Service (SACE) with Pierfrancesco Latini, Managing Director of the said structure, we discussed the study of files in the aquaculture, poultry, beef and pork sectors. With the focus on PMSA funding,” said, Sidi Tiemoko Toure.

“It is a question of launching the PMSA and PAV-CI projects through the mechanism of the Export Credit (SACE), for an amount of approximately 75 million euros, or approximately 49,196,775,00 FCFA” and of which “Funding for the PMSA has already been acquired with the establishment of the CTTFA,” he added.

According to him, the activities of the Center for Technology Transfer and Training in poultry farming (CTTFA) should start in “November 2023”, with the “implementation of an agreement for the reception of Ivorian experts to be trained in Italy and the support of the interventions of Italian experts in Côte d’Ivoire”.

In addition to this meeting with the Director General of ”External Trade Insurance Service” (SACE), Sidi Tiemoko Toure visited three Italian companies, including CESCO Srl, MIAL Srl and PTL Srl. He also had “working sessions with Riccardo Fanelli, CEO of ITARE Financial Advisory, a financial structuring firm for Italian Export Credit, for the consolidation of the analyzes of company visits relating to the CVA Project dossier.

The Minister exchanged with business leaders specializing in the areas of investment in the fisheries and livestock sectors and ended his meetings with a working visit with the Minister of Agricultural, Food and Forestry Policies, Stefano Patuanelli.

Second world producer of fishing products behind China (1.1 million tons in 2018), Italy has a cattle herd of more than 6 million, pigs nearly 9 million, sheep nearly 7 million, goats over 1 million. It was therefore important for Minister Sidi Touré to “present PONADEPA, the strategic issues and challenges, to discuss Italy’s experiences and to trace the paths of fruitful cooperation between the two countries.

For the implementation of PONADEPA 2022-2026, the Government intends to develop numerous “partnerships with countries that have proven experience in the management of agricultural and food policies, and in research, including Italy.

“It is also a question of mobilizing funding through several options including country-country cooperation (training, research, planning); private Italian-State of Côte d’Ivoire (export credit, services or direct purchases of Italian expertise, direct financing, etc.); Italian private-Ivorian private (direct investment by Italian operators, etc.). To carry out exchanges of expertise through the sustainable training of Ivorian experts, interventions in specialized breeding schools in Côte d’Ivoire, visits to production sites,” the minister concluded.
