The measure is far removed from a revolution. Education Minister Pap Ndiaye, like his predecessors Jean-Michel Blanquer and Najat Vallaud-Belkacem, is calling for daily dictation practice in CM1 and CM2 to help fix college students’ spelling difficulties.
If the level of the students improves at the end of elementary school, Deficiencies exist in writing, reading, but also in mathematical calculations : “When entering 6e, 27% of the children have no level of French. The spelling deterioration is worrying.” recently Pap Ndiaye served BFM TV. After a spelling study conducted four times since 1987for the same dictation given to different generations, a young CM2 made ten mistakes more than thirty years ago, compared to twenty today, notes Depp, the ministry’s statistical service.
The daily practice of this essential exercise is not the only measure published this Thursday, January 12, by the Ministry of National Education on the Official Bulletinto boost the level in college. The following is planned for September 2023.
Two hours of writing and reading per day
For CM1, CM2 and 6e, the Ministry of National Education wants students to practice writing and reading texts aloud, known in technical jargon as “fluence”, for two hours a day. This exercise makes it possible to assess the ability of children to read fluently a certain number of words per minute, and thus to identify the weaknesses of some of them. The goal? At the end of CM2, achieve the average of 120 words, taking into account rhythm and punctuation, in 60 seconds. “With a rating of 6e In 2022, only 56% will achieve this, and just under 39% in the priority education network,” notes Édouard Geffray, Director General for School Education.
The “homework done” system mandatory in 6th gradee
Next September, the “new 6the Wanted by Pap Ndiaye also plans to make the “homework done” system compulsory for new middle school students. “Currently only 44% of the students are in the 6the do this on a voluntary basis”, also notes Édouard Geffray. The idea? Allow teachers to more easily verify that the rule being incorporated has been understood.

The most important innovation at the beginning of the next school year, however, is the integration of a weekly tutoring lesson (or in-depth lesson for students who are already solid) in the timetable of all 6the, without exception. These individual working hours, organized by interclass groups according to the specific difficulties of the students, serve to consolidate “key skills” in French (spelling, grammar, syntax, reading comprehension…) and in mathematics (calculations, fractions, geometry…).
They are supervised by teachers from schools, but also from universities, especially for the in-depth sessions. The Springboard class model, experimented this year at Amiens Academy facilitiesis therefore generalized.
Nevertheless, questions arise: Will these teachers intervene voluntarily? Are they rewarded for these extra lessons? The terms have yet to be clarified. Volunteer teachers from the Oise are paid if these periods of care are counted as overtime, the rectorate specifies. Each semester, teaching teams will assess students’ progress against this foundational knowledge to potentially define new areas of progress.
Less technique at the beginning of intermediate school
What is certain is that the 26-hour weekly schedule of the 6the will not complain. This hour of support will replace another currently earmarked for technology courses. To compensate, the ministry plans to continue teaching this subject in cycle 4 – from 5e at the 3rde – by redesigning their content, in particular on “Learning digital autonomy, computer code or notions of robotics”, explains Edouard Geffray. With these measures, Pap Ndiaye wants to start the restoration of the college, which the minister himself describes as such“sick man” of the school system.
